how can i tell if this guy wants to go further?

Ok. here it is... I know this guy who is Chinese and is very touchy felly in a way, iam interested in taking our friendship a little further, if ya know what i mean?! Iam scared to do it, because i don't know if he is gay or not, or is just being freindly. Iam living in China and i know that a lot of guys here hug and hold hands and all, so i dont know what to do?! Their culture and ways are so differnt than Americans. Should i proceed with caution or let him make the move if he wants to?
