Pierre du Gaust, Sieur de Monts, petitioned the King and was made Lieutenant General in Acadia, with viceregal powers. Champlain accompanied him on the voyage that left in April, 1604. De Monts also fitted out the two ships, with one assigned to Champlain, that left France in April 1608.

Merchants, particularly in the port cities of Rouen and St. Malo. He did have a degree of Royal backing too though.
