Have they instituted a ban on car bombs?
If they made car bombs illegal, or at least if they created "IED Free Zones", wouldn't that end most of the bloodshed? After all that is what is doing most of the killing.

They are part and parcel of the problem. Al Maliki has undercut US efforts in the past to get rid of militias. The government has been infiltrated by these suicidal radicals, just look at the suicide bombing last week in the Green zone in Parliament no less.
They can outlaw all the car bombs they want but they will still be made and used. Until they get their crap together, get an infrastructure back in place where running water, and electricity are back to pre" shock and awe" levels and unemployment is no longer between 25-30% ( at last estimate according to the CIA fact book), this will continue and our soldiers will still be IED fodder.

The Iraqi government is linked very closely to Iran and don't want us to win...not if he can help it. The president of Iraq wants us to pull out and go home. He has a deal with the leaders of Iran which goes into effect after we pull out. Let's face it. Bush is too stupid to understand this but the Arabs have their own plans for Iraq and Iran and as soon as we pull out this plan goes into effect. There is only one contingency to spoil their plan. Israel. Israel will hit Iran with conventional bombs to stop the advance of the nuclear program since we have gotten nowhere with it. Israel connot take a chance that Iran has the bomb and so they will act. Count on it!
