UCSC is a campus of the University of California. Cal Poly San Luis is a campus of the state university system. They are separate systems. The UC system is more academic, and harder to get into. All the campuses have graduate schools.

The state universities used to be state colleges (all four year schools) with no graduate programs. They tend to give more practical degrees.

Which is the "better" school depends on what you want to get out of it. You should take a good look at the degree programs. If you want to go to graduate school UCSC is probably a better bet.

Santa Cruz is a terrific science school. When I was a student most of the classes were very small, but that was a long time ago. I don't have the time right now to prowl for more info, sorry.

Hi,
What is your major?
If it's computer science or liberal arts, UCSC might be the place.
If you are an engineering major Cal Poly S L O is your best bet.
I attended UC Santa Cruz a long time ago. The campus is in a great location. Santa Cruz is known for being a laid back community a little out of the main stream of travel.
Cal Poly is just off 101 a main Highway through California. I think there is a lot more activity around Cal Poly.

First, you need to clarify what exactly you are asking. Second, it is San Luis Obispo not San Louis. Are you referring to UC Santa Cruz and how it compares to Cal Poly San Luis Obispo? Hands down Cal Poly is better at things like agriculture, engineering, architecture, graphics, etc. Though Santa Cruz is probably better at things like biology and other science things.

These are two entirely different schools. UC schools are more theoretical and CSU schools, of which Poly is part of, are more practical schools and rely heavily on lab work and hands on training.
