can one get a new visa to uae , if he has not used previously acquired visa and the expiry date is overfor old

Just apply for a new one like you did the first time.

Which kind of visa you have been taken before, residence/work or visit visa? If it is visit visa you will get another one, if the issued one has expired. If it is a work visa, the existing one has to be cancelled physically, even though the validity has been expired.

P.s. all kinds of visas are renewable up to six months from the date of first issued.
