Actually, having a foreskin is not hygienic. Germs will stay there. A circumcision really helps on the hygiene part. Sometimes on the end of the day back from work, pull the foreskin back and you'll get a very bad smell, plus there'll be some white substance. Nowdays hospitals do circumcision very fast. Check in to the hospital in the morning, and you check out in the evening. Won't feel any pain too cos you're sedated during the operation. And having a foreskin doesn't mean you can ejaculate faster. Not having it, is........

A lot depends on your age--some guys can't retract fully until they are 18 or even older, and it's still perfectly normal. Or you may have a mild case of phimosis. You don't need to be circumcised for phimosis. In most parts of the world this condition is very successfully treated without surgery. In the US doctors (often circumcised themselves) like to take the way that is easiest and most profitable FOR THEM. But it's not their ***** being permanently mutilated!
Try stretching the skin very gently with your fingers. It's usually easy to do in a warm bath, or else use some baby oil or lotion. Just hook your fingers on two sides of the skin and pull until it just starts to hurt - no more - hold a few seconds, relax, and then repeat. If you do this as often as you can for a couple of weeks, the skin will probably start to loosen. If not, do ask the doctor for some hormone cream to help.
Sometimes you just need to change the way you masturbate. See http://www.cirp.org/library/treatment/phimosis/beauge2/
Foreskin removal will not slow down your ejaculation to any noticable degree unless you get severely desenitized, in which case you may become unable to ejaculate at all during normal intercourse and will have to finish by hand.
Take a look at the excellent information at http://www.cirp.org/library/treatment/phimosis Good luck - and don't let anybody chop off your foreskin! Get a second - even a third - opinion before you let anyone near your penis with anything sharp!

If you can't retract your foreskin, you should go to see a doctor because you have probably a phimosis. Posthectomy or circumcision is the most "radical" solution. Other treatments like corticoid cream or preputial plasty could allow you to keep your foreskin.

Are you sure it's not just the frenulum? That's the small piece of skin that holds the foreskin to the head so it doesn't go too far back. That's normal.
