Good morning...Cho is the responsible person but one has to think that if his parents knew of his condition and the treatments he had prior to this incident, I would think they would be partially to blame if they knew but didn't do anything about it. Also I have to consider the school admin. They had known for at least a yr or more on what type of behavior this student had been displaying with the reports they received from other professors and students. His creative writing professor tried to discuss Cho's short stories to the police and they did nothing at that time. The school should have dismissed him permanently from the College. Cho had serious mental problems and should have remained at the center for further evaluations. Cho knew himself that he was headed for the deep end and should have gotten help for himself but then again he might have been in a denial stage. He's the one that's at fault here but I feel that it could have been stopped if his parents or the school admin. and the police would have done more than what they did. Have a blessed day.

Reality.
5% of the population is mentally unstable.
A few of those are out and out nuts.
Out of 300 million people that means that 15,000,000 are unstable. Sheer odds alone prove that some will be this out of it.
So, he is guilty, and shame on his family for not taking his problems at school seriously. But there is no one, except Cho, to blame.
