Yes we can. First of all, whoever wrote that there were martians on mars hasnt taken astronomy or watched the discovery channel. Second, They have already found ice on mars. If there's ice, there's water. With water and a isolated container (like the one on a space shuttle or a submarine) we can live on mars

Seriously, yes it is possible to live there. best place would be near the poles as there is frozen water there. All technologies exist right now that would allow us to live there. the only problem is getting all that stuff there to mars.
