Depends on the kind of attention you really want. If this close friend is someone of the opposite sex and you want it to be more than friendship, let them know your intentions. If not, you'll be languishing over it. If it's just a friendship you want to be more intimate in what is said and done together as friends go, do and say some things that would enable trust between you two.

Ask them to give you exclamation marks for Christmas.

Or you could explain to them that you feel ignored, and that you want her/him to talk to you more/spend more time with you, but then I wouldn't get the chance to give tosspotted answers, would I?

GIVE them a bit more attention and then you will get a bit more. But, don't escalate too fast, take it slow, but show more attention to them and see how they respond.
