It's a 2 step process.
First they send you a code number to your mailing address which you have to enter into their website, then they deposit a small amount of money into the bank account you have specified. Once you verify the amount deposited, you will be verified. The snail mail is the longest part.

To get verified you have to confirm your phone number (by being at your phone at a specific time so that you can type into your phone the PIN they give you in email) and confirm bank account details. Whilst the phone thing is instant (you have to have a landline, if you do not then they will post a PIN to you instead - but there is no need for the post if you have a landline), the bank account can take a while longer as Paypal pay 2 small amounts into your bank account and then you type into Paypal whilst signed in what exact amounts (in the correct order) they paid you. Some banks will not give this information out to you over the phone (which is crazy as to get through to banks in the first place you have to go through their security procedures) in which case you have to wait for your statement to arrive. But if you can find out how much Paypal paid into your account as soon as they do so then you can become verified 3 days after you ask to be as it typically takes Paypal 3 days to send the amounts into your bank account.

2-3 days typically. Basically, however long it takes for their little deposit to hit your account, and for them to get notified about it.
