Silence is the ability to let two minds do the talking without involving facial muscles.Except may be eyes . Silence is also the state where somebody has chosen not to make noise so that everything is well understood by the person at the other end

These two are separated.

Silence is reached when pure consciousness is reached.

Absense of noise is not silence. There will be still cannt hear sound. That situation is called silence as well.. meaning that

silence is heard when your mind is in a standstill.

I am deaf so silence is life. It is the world of pure visual beauty. So suppose like others have already said it is the absence of any noise in the environment your in.
