The real question was one of federalism, or a powerful central government, vs. individual rights and states' rights. Through local rebellions such as Shay's Rebellion in Massachusetts and The Whiskey Rebellion in Pennsylvania we can see that there was still an element that wanted to go their own way and wasn't too happy with a strong central government. During the Adams administration there issue of how much can a newspaper or politician protest and disagree with the president, came up. Adams actually had people jailed because they disagreed with him.

The country was still very skeptical of power and government and was still worried about tyranny, but they also had to worry about holding a country together as well. It was a tough time.
