What you are describing is called a Standard trained rose. If you look in flower catalogues you will see them. A long stem with the growth in ball at the top. 1st the traditional way to do this is by budding on the variety to the root stock the required length up and removing the remaining growth from the stock plant whist encouraging the top to grow. This takes up to five years to do and is why they are so expensive. A substitute can be arranged by growing a single stem up a stout cane or making 3 or 4 Young branch plate, like a girls hair braid. With the aid of a stout cane and soft string they can be encouraged to hold together for the first yr.Picking off the lower leaves will give the impression of a ball on top. There are several flower arranging devices which will allow you to grow the top branches through and form the ball. It will require constant pruning and carefully feeding You will also need to choose a type of rose that is less vigour to reduce the pruning. It is a lot of work it may be better in the long run to either buy one already done or grow the one you have up a trellis and enjoy the beauty full flowers and hopefully fragrance of the one you have.

Think the "pom pom trees" you refer to are most likely grafts. In order to tree a rose, you need to look at the structure of the plant. Choose the major stem (that will become the trunk) and remove any other side branches. Keep the top portion pruned to encourage more side branches. These side branches need additional pruning for more branching -- this creates the ball. Fun work doing topiaries, takes time, be patient.
