90000000 = 9.0000000 x 10^7
23000 = 2.3000 x 10^4
0.0008070 = 8.070 x 10^(-4)
0.0000452 = 4.52 x 10^(-5)

haha we just learned this in math
9.0 x 10 to the 7th power
2.3 x 10 to the 4th power
8.o7 x 10 the the -4th power
4.52 x 10 to the -5th power
i think thats right

23000 = 2.3 X10^4
0.0008070 = 8.070X10^-4 (because of your significant figure there)
0.0000452=4.52X10^-5
