That depends on what sort of file it is. Some files are Mac-only, some Windows-only and some are both. Converters can be used to convert some sorts of files if you need a Mac file to work on a PC, or visa-versa.

Yes, provided the MAC software you used is also available on Windows, like M$-Office, etc.

Also, any cross-platform file format like JPG, PDF, MP3, rtf, txt, etc. is 100% readable.
