It's just like if you were to use a measuring spoon to give a child medicine. .5 is the same as half. And .25 is a fourth. We know half is more than a fourth, right? So, since .38 is between .25 and .5, then it is less than .5. If it confuses you because .38 has more numbers, then add a zero to the .5. It is still a half, and then you can look at the numbers and know right away that .50 is more than .38. Also, there are 16.9 ounces in .5L. (Because there are 33.8 ounces in a liter, so divide it by 2-or multiply by .5-to get what half a liter is.) .5L is more than .38L. I'm a nurse and I work with metric all the time. 1 litter is 1000 millilitters (ml), therefore .5L is 500 ml, and .38L is 380 ml. If the beginning number after a decimal point is higher then that number is higher. Ex. .9 is greater than .89. think of .9 as .90 if that will help. Hope this helps.
For the second part. There are 30 ml in an ounce, so divide 500 ml by 30 to get your answer and 380 ml by 30 to get your second answers, in ounces.

May be somebody confused that .5 L is smaller than .38 L.
As you know .5 L can also be written as 0.5 L or 0.50 L or 0.500 L. In the same manner, .38 L can be written 0.38 L or 0.380 L.
This is to be read as decimal, in the same manner as for units, tens, hundreds or thousands.
Example:
1 is the same as 1.0 or 1.00 or 1.000
10 is the same as 10.0 or 10.00 or 10.000
The decimal point explains the value.
I met some people before thinking that .25 is greater than .5 just because .5 has not been added with zero to look like .50.
1 Liter = 33.81 Us oz.
0.5 Liter = 16.91 US oz.
0.38 Liter = 12.85 US oz.

0.5 litres = 500 ml
0.38 litre = 380 ml
0 .5 litres is more than 0.38 litres
Also in U.S.A it would appear that 1 ounce = 29.6 ml and therefore:-
500ml = 500 / 29.6 ounces = 16.9 ounces
380 ml = 380 / 29.6 ounces = 12.8 ounces
PS: It might be a good idea for U.S.A to go metric!
