It has to meet U.S. safety regulations, you might get a waiver, if you have a proper dealer or manufacturer license but usually in about 6 months it needs to be upgrade to meet these regulations, which is very expensive.

You can't, unless it's a US spec vehicle and has the USDOT/USEPA label on the door jamb.
