First off, to the others above, if they say it has a speed limiter, it has a speed limiter, most cars made after 1990 did have one, especially foreign cars, my 1988 Honda Civic had one, so stuff it. Second, this car may be getting turned into a track race car, so speed is essential, don't ever bust someone's balls when you don't know their plans. Now, to answer the question, I'd suggest looking in a Chilton's Manual, which should be available at the local Library. It should say in there where it is, and probably how to remove it, especially if there is anything under ECU maintenance.

No it's very hard work if you can't turn the lock because the bit you push with a pin is locked. You may end up having to change the steering lock too if you can't turn it, or you could struggle and try to drill or chisel the old one off, but it won't be pretty. I'd keep working on trying to turn it.

the only thing you can do, is to installed a hyperchip, providing they make one for that vehicle, which will allow you to reprogam the pcm for better performance...but most likely not, when you reach the highest speed set by the manufactor, they are telling you..anything above that is unsafe...with this being a 4wd...stick to original specs.
