Likes dissolve likes, i.e. polar solutions such as water will dissolve other polar componds. Items such as sugar or salt will only dissolve to the ksp of the solution that the substance is being dissolved in, so as someone else stated sugar in water, BUT only until a certain point. The only sure way to know if a chemical will dissolve is to know the ksps. check out Ksp on wikipedia.org - that should clarify some.
