When propaganda is used to damage and denigrate a truly evil cause or idea it is a good thing.

When propaganda is used to promote really good ideas devoted to the greater good it is a good use of propaganda.

Generally, it is positive when the country producing it during war time mostly is trying to make themselves look good. It also makes the people of that country feel good about themselves and support whatever war is being fought. It is always negative when the producing country is wanting to make the enemy look bad thereby giving the people a reason to fight and support the war effort. You should've seen what we produced in WWII.
