Try reading a paragraph at a time and then summarizing it (in your own words) in a notebook for yourself. Do short sections, like a paragraph of two, at the beginning, and then work your way to larger sections. Also, to help retain what you've read, go back and reread the summaries you've written on a regular basis. You should review immediately after you read- within an hour, and then at least daily. It will help your comprehension and retention by keeping the new information fresh in your mind. Lastly, try to space your reading out. If you read for a half hour or hour, then get up, stretch, walk around for a few minutes and then go back to your reading. Good Luck!

If you are studying English in and English speaking country then maybe it's a good idea to get a job if you can and have the right type of Visa in a place which has a lot of strong English speakers...I find when you are thrown into a situation you are forced to learn and pick it up much quicker. Or try and make friends with a good English speaker.
I find personally doing practical studies is easier than theory you tend to asorb much more.Maybe try a tutor...and not a good looking one that Will distract you! heheh

From what you say it is evident that your mind is occupied with some other things and studies are secondary.
Either you must be mistaking some thing for LOVE or should be wasting your time thinking about cinemas ,heroines or heroes etc.
Remember this is the VITAL PERIOD OF YOUR LIFE.

THE ONLY DIFFERENCE IS HE IS INDUSTRIOUS and HARD WORKING.
NOTHING COMES EASILY.Do hard work,and be INDUSTRIOUS.
CONCENTRATE AND OBSERVE WHAT YOU READ.
Write down what you read..once..twice..thrice.Recollect.
again and again.
Don't waste any time.
YOUR AIM SHALL BE STUDY....STUDY....STUDY..
Just for one hour engage your self in sports or playing or walking or in a gym.

IS IT ALL ABOUT POOR CONCENTRATION OR POOR CONFIDENCE? IT SOUNDS WEIRD THAT U SOMETIMES EVEN FORGET THE WORDS U WANT TO SAY.
I THINK IF U CAN'T REMEMBER IT BY UNDERSTANDING ALONE THEN JUST LEARN EVERYTHING. I AM SUGGESTING THIS BECAUSE WHEN U FIRST UNDERSTAND SOMETHING AND THEN LEARN IT, IT HELPS A LOT. SO THAT IF U FORGET SOMETHING U CAN WRITE IT IN UR OWN WORDS. JUST KEEP CALM AND DEVELOP A HABIT OF READING GOOD BOOKS THIS WILL SURELY ENHANCE YOUR INTEREST IN READING AND IT WOULD BECOME EASIER FOR U TO PUT YOUR FULL CONCENTRATION ON ONE THING THAT IS READING.
