Let z = x + iy
Let modulus of (y/x) = tan(phi) (phi belongs to -pi/2 to pi/2)
If z belongs to 1st Quad. theta = phi
2nd Quad. theta = pi - phi (you know, the pi that's =3.14)
3rd Quad. theta = -pi + phi
4th Quad. theta = -phi
