Any situation can invite change in some aspect or another. No matter what a person does, there is still the opportunity to turn their life around. That idea can apply to people, nations, governments, etc. You could argue that no matter how bad a country ends up, it can still strive to change under the right leadership and influence. A criminal can see the wrong in his life in prison and turn his life around when get gets out of jail.

Of course it is universal - because it is an excellent definition of hope. If we didnt believe that it was never too late to change, what reason would there be to go on once you messed up the first time? Pax - C.

It strikes me as a christian theme, so I'd say it isn't universal.
