i've heard something about a 'stump wave' not sure if thats exactly it. stump something anyway?

No, the fingers will not grow back. One the basic embryonic ( stem) cells divide into the three layers which form our bodies ( skin, organs, skeleton) it's difficult to reform them again.

that's why scientists do research on stem cells and not any other cells

I've collected blood from babies born at 25 weeks gestation. Sometimes they lose fingers and toes from injury or illness. I've never seen one grow back, even as a stump. In cell formation terms, they are already mature.
