We Have the Drivers license to where our government can keep tabs on who's driving and who owns vehicles, And keep thows who are a danger on our roadway off the roads.So with the second amendment in mind .Should'nt we have a DGC (Department of Gun Control? Where law abiding citizens are licensed to bare the rights to own weapons?

The document you quoted is political in nature.
Why would subsequent framers specify the right to bear arms. They could have specified to right to drive a horse and buggy.
Maybe because it protects us all.

What, pray tell, would have made Mr Cho less dangerous if his guns were registered/licensed? There is no fail-safe against the insane and the consequences of gun control are eventual dictatorship. No - gun ownership is and was essential to the stability of the Constitution. NOTE: there are no amendments that guarantee the right to drive a buggy or ride a horse. The Constitution actually forbids any type of gun registration or ownership listing because that would make an armed and fully trained populace a much lessened check against federal power. The real failure is that the populace has never been trained to the level of the regulars (regulated) so they would be capable of fighting with and against other regulars. If our gun laws were not so terribly unconstitutional already, some of the other students/instructors/staff would have been armed and able to defend themselves.

There is gov agency that control fire arms. Tobbaco, firearms...etc. ATF? Ever seen law enforcement officers with ATF on their back? They enforce firearms law.

I think ATF is Alcohol Tobacco Firearms.

i dont think that would happen, as there was nothing written about 'the right to keep horses' unless the british were trying to ban cars or something.
