Worms go onto the sidewalk because they can't breathe when they are in the rain-soaked ground. They are crawling everywhere they can to get some oxygen.

We see the dead ones on the sidewalk because worms can't get oxygen when the skin gets dry. The worms that just crawled somewhere else in the lawn or garden go back into the ground instead of dying.

The sidewalk-choosers just aren't very lucky.

they don't want to drown, but aren't smart enough to know that it stopped raining and the sun came out.
