If you're planning to repaint, use a 400 to 600 grit wet/dry sand paper. water will keep the paint from clogging the paper.(using a small stream from the water hose) Try not to get the plastic you aren't going to paint. After it is sanded off prime it with a primer for plastics and paint it with a paint that is compatible with plastic body parts. Most of the time a NAPA store can help in paints and primers. If you aren't planning to repaint then you will need to do like said before, work down to a finer and finer grit paper and then a polishing compound. No matter how fine the compound though, the plastic will be dull. I suggest taping anything you don't want to repaint with masking tape and preparing for paint.
