Nope. You have to be 25 with a credit card. The only exception would be an insurance replacement. But that would mean that you got in an accident and your insurance company was picking up most (if not all) of the bill. That said, most insurance companies require you to be 21. State Farm is the only one I can remember that allows one to be 18 when they are paying the rental bill.

An interesting fact is you only have to be 18 to rent a moving truck, can't drive a cheap Ford focus, but you can drive a 28' moving truck!! Makes a lot of sense.
