I assume you mean Portland, OR. Portland is also the name of the largest city in Maine.
Portland, OR
In 2006 the population was 562,690.
Area
- City 145.4 sq mi (376.5 km²)
- Land 134.3 sq mi (347.9 km²)
- Water 11.1 sq mi (28.6 km²)

Seattle, WA
In 2006 the estimated population was 578,700.
Area
- City 142.5 sq mi (369.2 km²)
- Land 83.87 sq mi (217.2 km²)
- Water 58.67 sq mi (152.0 km²)

As you can see the two cities are very close in area and population. Portland has a slight edge in area and Seattle has a slight edge in population.

i very much doubt that portland is larger than seattle. either by area or population. but if anything, it would be area, not population. i'm sure that information is online somewhere.
