What they do is impose huge fines on the radio station. It then becomes a matter of finances- will advertisers pull their money? Will the station have enough money to operate ? Will they be able to get license renewed? Etc. The problem with the FCC ( well, one of many) is that the rules are not consistent and are often open to interpretation.

A show? No. But the FCC can take away a station's broadcasting license, revoking their right to transmit their signal, in effect, closing the whole business. They can also issue fines to a station.

No they can not. They can control the license to broadcast using the airwaves for the benefit of all citizens. They have no control over content. They have used fines albeit not legal to curtail words. The Supreme Court will deal with this for years. Free speech as imagined by Jefferson included all forms. Thomas Jefferson would be the first to tell any countrymen that they can read what what is published or throw it away.
