May be compreess it using wizip or like and that way

Dont know weather cacls (windows) would work

Folder guard may be of liitle help

Depends on what programs you are running.

MS Office and (presumably) most other Office type programs (Corel Office, for example), have a command when saving allowing you to place a password on the file.
