Dandruff is a hypersensitive reaction to the proliferation of Pityrosporum ovale or also known as Malassezia, a yeast that occurs naturally on the scalp. A bald person would still get dandruff because they have this yeast in their hair. But not as much dandruff compared to someone with hair.
