Staying the same.
Non-Smoking ads don't work.
Smoking bans wont work.
Nothing will make someone stop doing something they like to do and nothing will make someone do something they don't want to therefore I think it is staying the same.

I think it is decreasing. All the health information is helping, I'm a smoker and I know it is much more socially unacceptable now.
