Copper (II) Nitrate?

Question

Electrolysis of KNO3 solution with copper electrodes. Produces blue solution at anode and clear solution at cathode. Is this blue solution Cu(NO3)2?

If I mix the two I get a darker blue insoluble substance. Is this Cu(NO3)2 + KOH --> Cu(OH)2 + KNO3?

No, some of the nitrate is reduced to NH3 which complexes with Cu2+ to form [Cu(NH3)2]2+ which is dark blue.
