Americans should stay until they fix what they destroyed. They caused the problem, they should fix it!
Iraq should be stabilized and it's infrastructures and buildings rebuilt. Americans who supported the invasion of Iraq should pay for the rebuilding of Iraq.

I would say there is a possibility that the Iraqi people need a stern dictator to stop them from killing each other. When, is a question that I have no idea about.

Once the insurgency has been wiped out and the Iraqi government can properly govern.

There is no easy answer. It would be nice to say that we can leave once they have a stable country....but that will never happen. Basicaly it will just come down to us leaving on a whim.
