What is the boiling point of a solution composed of 17.0 g of urea, (NH2)2CO, in 0.850 kg of water?

He's right. We need the molal BP constant. You can compute it yourself once you get the constant. The formula is ΔT=Kb·m. Molality is equal to mole of urea divided by 0.850 kg H2O (the solvent).
