Could I keep 1 black moore fantail 4 inch with 2 2in red fantails? What shoud I feed them? What other fish could go in the setup?

Those should be fine together, but be aware that they will out grow the tank before a year is out. I would feed them mostly goldfish flakes and pellets, but the occasional pea, lettuce, spinach etc for the fiber and simply because fresh veggies are good for them.

I have a black moore in with my two orandas (my tank is 30 gallons so I am at my limit, going bigger later). Black moores don't see as well as goldfish that don't have an eye obstruction of some type, so don't get any goldfish that will eat all the food before the oranda can get to it. I don't know if fantails are faster, but you can try as long as you keep an eye. My black moore is a fatty, but the orandas have pretty full crowns in my tank. Good luck! Any fancy goldfish can go together, but just make sure they are all similar enough so one faster type doesnt hog all the food. Feed them a variety of healthy goldfish pellets with some even worms (freeze dried or even live if you can do that), and slices of oranges or lettuce are good for them. To prevent swim bladder, throw in some squished peas like once a week.

Yes they will all go well together. 16 gallons is fine for now, however your moore will grow to around 7-8" as well as the fantails.

Knowing they need a little more dissolved oxygen and that they my need to be rehoused at some point you are fine for now.

Goldfish need a balanced diet. When choosing a fish food choose one with high protein (48% or better) and low fat (5% or less)

You can supplement their diet with things like Lettuce, mustard greens, turnip greens, collard greens, spinach, peas, endive, seaweed, cukes, kale, chard, broccoli, lima beans, green beans, etc. and feed aquatic plants (e.g. duckweed, azolla, salvenia, etc) or hair algae daily.

For their Carotenoids which are a family of pigments the fish can't make themselves and are obtained as part of the diet. These pigments result in red, yellow and orange colors. Fish have cells called chromataphores. Those cells convert lutein and carotenes into astaxanthin which is the red pigment.
sources include, brine shrimp, krill, spirulina, marigold flowers, paprika, sweet red peppers, yams, carrots, pumpkin

Watermellons and oranges are also good as well as proteins like chicken beef and pork

You can keep them in that set up if you change 20% of the water every week,and have good filtration. Don't add more fish. These are compatible. Feedthemgoldfishflakes,pellets,worms,plankton,and occasionally a little live food and bits of vegetables. Keep the water cool,and sprinkle in a small amount of aquarium salt from time to time.

yes, but to be honest I would leave it at that. Feed them fish flakes and live/frozen brine shrimp/blood worms/Daphne's.

Yes, they will be fine. feed them oranges, zucchini, cucumbers, bread, goldfish flakes, etc..... You can put koi or comet gold fish with them.

thyere a good team but I think you should stickk with what you have now then you should try a calico telescope eyes i had one but it got popeye
