The draft ranking is no longer decided strictly by finishing record. This is to prevent teams from intentionally tanking near the end of a season.

They now pick the number by a random lottery, where teams with worse records have a better chance of winning. However, this does not mean that the worst team is guaranteed the first pick.

In this case, Chicago won the lottery, not Philadelphia.

The two teams with the worst record in the NHL had a lottery drawing. The Flyers lost the draw.

To avoid teams just playing badly at the end of the season to insure picking #1, they do a draw where last place has the best odds of first pick, but not guaranteed. They drew last week for all teams not in the playoffs. Chicago won and moved up the maximum number of spaces it could.
