Based on your previously posted question, I'm assuming this one also deals with the Great Depression and thus FDR.

Part of it is that urban ethnic laborers had been staunch Democrats for a while. Another big part of it is that urban laborers found that FDR's New Deal policies benefitted them, giving them jobs, protecting their banks, getting them cheap loans so their houses were not repossessed, and helping out labor unions by considering them equals. Also, FDR helped and seemed to care, unlike the Republican Herbert Hoover who had preceded him.
