I know the Anticybersquatting Consumer Protection Act applies to trademarked names, but if the title of the book is not trademarked (only copyrighted), then does the act still apply? Or is there another similar act that applies to copyrights?

I wouldn't think it applies in this context since, as you pointed out, book titles are not trademarks (generally speaking). They're also, by the way, not copyrighted. You cannot copyright a title of a book or movie which is why you'll occasionally see two or more books with the same title. Generally publishers avoid this by checking Books in Print so it doesn't happen often but it is possible.

Besides, there are other options publishers and authors can use if a book's title is taken as a domain name. They can try .net or one of the other endings, they can use the author's name or they can simply place the book on a subdomain/page of the publisher's website. Inconveinient maybe, but that's the breaks you get I suppose.

there is also a matter of intent. if your domain is set up for the purpose of trashing somebody else's life work, there may be more issues involved. if your site deals with concepts which are not directly related to the book of the same name, then it should be safe.
