It's kind of obligatory, especially since it's the worse massacre of its kind in US history. Like visiting Ground Zero, it'd be bad PR NOT to show.
I'll change my mind when he actually starts attending soldier's funerals. He's had more of a hand in that fiasco..........

No President Bush is not a good president just
because he went and showed his deepest
simpathy , as it's part of his responsibility and that
is what he gets paid for. He is very good at
sympathy speechs because he has given many
of them to the families of soldiers that are killed
in Irag and Afganastan which is what he caused.
Bush needs to start implementing procedures and
programs and allocating monies needed to
change the situation happening in america as
crime and death has risen ten fold. Maybe if he
took care of business at home instead of abroad
all the time then he would be a good president.

Well, I'm not an American, but I've tried to look at his run as president objectively, and there are, in my opinion, more bad choices than good ones. Now, I'm not going to say that your president is a puppet, but he may want to hire new advisors (because we all know that figureheads are only outlets for the more sinister sources of evil, namely the advisors! ^_^)
As for him showing sympathy, sure, it would be nice, but every time a public figure does something like this, it's at least partially to sway the public's opinion of them. (The prime minister of Norway did the same thing for the families of, what, eight or so men lost at sea just a few days ago.)

No I do not think opinions will change on how they feel, but I do think alot is going to be tossed out there, example: he came in quick, because of being so slow for Katrina: needs to try and make up for what hes done: hes just trying to look good, after looking bad for so long. Personally I don't care much about politics, so I don't have to change my mind...

I predict his approval rating will jump for 21% to 26%. Too bad he hasn't shown that sympathy to the families of our fallen troops.

I'll change my mind about Bush when he starts caring about getting some of our soldiers home instead of leaving them overseas to die.
