It means that he was jealous of William Hung, and that he's reminding everyone who knew he was a ticking time bomb that he got away with it, so HA to all those who didn't think enough to keep an eye on him. As far as his farewell message on his arm, it's meaning hasn't been shared with the public, perhaps it's meaning is in his suicide letter.
