first are you a single family unit or multi family? if multi family many states will forbid the landlord from separating the utilities for billing if there is one single meter
if you are in a single family then when ever the lease is up the landlord may change the terms of the lease so if month to month then with month notice they can change the terms if a fixed term lease then until the term is up they can not change the terms

I am not sure exactly what you are asking. Does the landlord want you to start paying half of the utilities, which you did not have to pay before?
I would think that the particulars of your rental were set out when you first rented. Do you have a lease?

Is there a written contract? If so, and the contract states that the landlord will be responsible for those utilities, he is responsible. Look to the writing. Otherwise, you may have a toughter time trying to fight it.

Look at your lease.
Don't have a lease? Then he has to give you 30 days notice, it counts as a rental increase.
Your rights in this case? Look for another apartment.

Be careful. He can always raise your rent if you do not agree. Unless you have a lease. If you have a lease, and it it is not in the lease he can not do it.
