Can RC circuits discharge current in such a way that it could be used as a timer or clock? Id imagine it wouldnt last forever and it would not 'oscillate' like an RL circuit would.

You will need an IC like a NE565 to recharge the circuit and detect when it's discharged.

Don't think so, I wouldn't imagine it would too acuurate, also it's accuracy would decay with time.
