He was at his campaign headquarters, watching the results. I would presume there was a lot of celebrating among his staff that night.

He was sworn into office by then-Chief Justice William Renquist.

Monica inagurated him into office, he was with her on that day and had just finished entertainment for him before he had to leave and go to that pretend party with his wife, who thought she was elected President too.
