You can interact with him by slowly moving your finger around the front of the bowl and allowing him to chase you finger or "flare" at you finger. Some will say to use a mirror, but I wouldn't or at least not more than a few minutes every few days. Bettas also react to movement and color, so leaving a TV on within a few yards of his bowl will provide stimulation. It's only the light and movements he will respond to, so you can keep the sound off.

I agree with bubbles, bettas a tropical and are often lethargic when kept in unheated bowls. try getting him a tank that's at least 2.5 gallons with some silk plants. this will allow you to have a heater (7.5watt hydor mini heater for 2.5 gallons, 25watt for 5gallon tanks) and a filter. with a filter you won't have to do full water changes anymore, just 25%water changes once a week. most likely he'll be more active and more colorful. however i don't recommend getting him a friend unless it's just a snail or you get at least a 10gallon tank.
also what MM said, crayons work great too instead of a finger, that way they're getting the bright colors too :)

ok i don't belive in bettas living in a tank under 5 gallons so i suggest at least getting a 10 gallon (what i have) and put some plastic hamster toys in it and have a heater filter. you can put platties in with bettas, and it is much better for him if he has a lot of space and some toys to swim in and out of plus a friend, pet smart told us platties were the best to put in a tank with bettas

do not get him a buddie betta fish do not like being in the same tank. You should either put it in a pond where it can swim freely or get a better tank with more exiting features

Get him a mirror and put it next to the bowl.
Whenever he sees himself his fins will expand and he will react but becareful it can make him angry.
