For obvious reasons; Otto the bus driver from the Simpson's, Scooby Doo and Shaggy too. Garfield (questionable); he's always napping, apathetic, and always hungry. Snoopy (questionable); he always has chinese eyes, and takes a lot of naps. Dopey from Snow White. Alice in Wonderland, well, I'd say more on acid than pot ...but I doubt the Caterpillar was smoking tobacco from his Hookah. And Rafiki from the Lion King; he performs activites that are a bit shamanistic.

You idiots. Cartoon characters don't do anything 'behind the scenes'. They've only done what their creators animate them doing. I don't remember Shaggy smoking pot, I don't remember Fred banging Daphne, and I don't remember Papa Smurf pimping out Smurfette.
