As the ice warms up, it sublimates (goes directly from solid to gas). The water vapor rises, and then cools, and turns into a liquid state in the air like fog. If the air became concentraded enough with the 'fog,' it could rain (theoretically).

Even ice has a vapour pressure...you're seeing cold water vapour released by the process of sublimation....some of the vapour returns to the ice...equilibrium of the vapour and the ice at its specific temperature..

water is one of the few substances in the world that can go through a process called .. 'sublimination'
you are watching the molecules go straight from a solid form to a gas .. without stopping to become liquid in between.. pretty cool, huh?
