I think how late it is to say it's too late to call someone on the phone at night, depends on what someone's work schedule is like. But I'd say 10:30 PM on a week night.

My honey and I call each other whenever we want to . Usually we set a time but if the mood strikes us we have called as late as midnight or 1 AM.
Others -- if it is just an acquaintance I would not call past 9:30 pm.
My good friend Susie and I know we can call each other as late as 10:45 or so and the other one will still be up.

It really depends on the person and how you know them. Like, you might call your best friend at 11:00 if it's a weekend and you know she will be up. But if your calling your grandma you might call at 8:00. Usually, the rule of thumb is no later then 9:00, but there are a lot of exceptions.
Good Luck!

Never too late. Some of the middle of the night calls are the best ones. It feels like the only two people in the world that are awake are you and her. The entire world is yours and yours only.

I think it all depends on the person and their schedule! If the person is known to be a night owl then I don't see the big deal, but if you know a person that is busy and needs all the rest they can get then hold off till the next day if what your calling for isn't all that important!!

Unless I really know their schedule (like my mom or sis), I tend to not call after 9 - not that they will be asleep necessarily, but they may be winding down and not want to be bothered.
I personally HATE when people call me after 9 - because I go to bed early and after getting the baby down, house cleaned up, etc. 9 is pretty much my "me" time. I try to extend the same courtesy.
Emergencies however...I'll call at whatever time and certainly allow people to call me anytime.

For me it isn't a matter of how late, but how early! On my day off, don't call me before noon!

Where I used to work, I worked 4pm-1am, so then it was appropriate to call until 5am... but now I get up at 5am, so not past 10:30 or so.
