concealer is to hide blemishes, foundation for the overall matte look and translucent powder is put on top of foundation to keep the foundation on n to cover shine on the T-zone.
the order is concealer, then foundation and powder some ppl put concealer over the their foundation but it depends what suits you

Concealer, like the name, conceals small spots and is usually liquid. You do not use concealer all over the face, just on imperfections. Foundation evens out the complection. Translucent powder is sheer and helps create a more 'matte' look. If you have oily skin, use translucent powder on the t-zone, or forehead, nose, and chin. Foundation comes first like the name. Apply the foundation all over face. Next comes concealer. Pat concealer on undereye circles, blemishes, and freckles. Last, apply the translucent powder only if you have oily skin. Do not apply ANYTHING on your concealer. This will smudge it and create streakiness.

Foundation is for all over the face (make sure its not orange and you dont apply too much)
Concealer Covers dark circles under eyes, spots ect, This goes on after foundation as it will only just rub off when you apply foundation.
Powder goes on last, this absorbs oil... (i wouldnt reccomend powder unless you have a shiny oily face as it can look cakey)

concealer usually goes first to cover up any blemishes it only goes on the blemishes not the entire face, the foundation goes over the concealer on the entire face evenly and translucent power is used to settle the foundation and make it look even.

Foundation - usually thinner than concealer & applied over most or all over the face to even out skin tone if necessary
Concealer - thicker/denser coverage to hide blemishes, dark under eye circles, etc.
Translucent powder - to absorb oil & set the makeup
Apply foundation 1st, then concealer over spots/blemishes, then powder. Applying foundation first assures concealer stays where you put it.

concealer, for imperfections (careful how you put it on and rub it in properly)
the foundation (could mix with a little moisturiser to ensure it goes on evenly and not too thickly)
then the powder to seal it and stop the shine
